When I try and post it says that my HTML is off. I am trying to post a picture. Do you have to have the picture on a website?

There was a thread that covered this, but I can't find it. So...

You can click on IMG and post a link to the image (so, yes, in this case it has to be on a website). That will cause the image to show in your message.

Or you can click attach file at the bottom of the post a reply page.
