Universal National Service Act of 2003

Gist of act:
Declares that it is the obligation of every U.S. citizen, and every other person residing in the United States, between the ages of 18 and 26 to perform a two-year period of national service, unless exempted, either as a member of an active or reserve component of the armed forces or in a civilian capacity that promotes national defense. Requires induction into national service by the President. Sets forth provisions governing: (1) induction deferments, postponements, and exemptions, including exemption of a conscientious objector from military service that includes combatant training; and (2) discharge following national service.

Amends the Military Selective Service Act to authorize the military registration of females.

if they do this then higher education should be funded after/during service. - does this mean we will get national health care? what about affordable housing, will this help us attain that goal? i know, this will help us built a reliable public transportation for every city. oh, this will balance the budget right? or will we have to spend even more money on training everyone to fight an enemy that we can't identify and help create. For the idea of "National Defense" this is a pretty crappy idea.

Is this the start of splitting the country into citizens (those who serve their 2-yrs) or civilians (those who don't)? Reminds me of Starship Troopers.

The Dutch also have compulsory military service. They have never struck me as very militant. I think some other European nations do this as well.

Not that I'm supporting the idea. Nor do I think it would pass.

there are countries that have it, yes.

but, the thing about it is, it's never been such a sweeping thing like this is.

i don't think it will pass, but in this day and age anything is possible.

The idea behind the bill was to make the decision makers (read: hawks in the current admin.) have as much at risk as the average citizen. Currently, the military pulls primarily from the lower socio-economic classes while those in government calling for, and authorizing military action, come from the highest economic strata. Basically, if rich kids had to serve and risk death, their rich parents in the goverment would think twice before sending the army off to combat. Good idea, but it didnt work in Vietnam (see the current Commander in Chief who went AWOL from the gaurd for a year instead of serving or Clinton who weaseled his way out of the draft) and I dont see it happening now.

The Dutch, Swiss, Norwegian and Sweeds all have mandetory military service (mandetory means everyone, cant get more sweeping than that). So does Russia and most of the former Soviet republics. Dont even start asking forced service and China North Korea or any thrid world armies...Infact, one of the things that has separated the US Armed forces from 95% of the worlds armies was that, for the last 25 years it has been entirely a volunteer force. WIll that change, probably not, but the idea has some merit.

think about this for a minute.....do you really want Paris and Nicky Hilton on the front lines with a rifle?? or would you rather have some Hillbillies son/daughter who can shoot a possum at 1000 yards with a musket?

Actually, the minute the Hilton sisters opened their mouths, the opposing armies would fall down laughing, you cant fight when you are laughing so hard you piss your pants. And if they got killed, would we be worse off??? Do we really need anymore semi-famous peoples homemade porn?:)

come to think of it, if we put Paris and Nicky on the front with skimpy camo-bikini's on and have them rub oil on themselves in front of the enemy, while the enemy is whacking off, we can have the real army do a flanking maneuver and kill all the sumbitches!!

BRILLIANT!!!!! someone write congress!! if the girls will do a Green Acres rip off , maybe they'll go for this! General B. Sugar will of course have to personally test the theory in private with the new scantily clad rich girl recruits, but after years of expensive and in-depth study, i'm sure the "Massage Oil Maneuver" will be approved for field use....

If this gets passed, and I hope it does, it'll be the catalyst for the backlash and we may have a chance to create a peaceful society. Only when ridiculous things like this become a reality will people get to the point where they embrace alternative forms of power.

It won't work if the enemy has good taste in women. (Nicky's not bad, but Paris, please somebody give that girl a sandwich and some self-esteem).

Back on topic. I really hope that this doesn't fly. After next year it won't be my concern, but I really would prefer my brother to spend those 2 yrs. getting an education.

I saw the Paris Hilton video.

She's gonna have to show a lot more effort and enthusiasm if she wants to make it through boot camp.

First off I must say that I totally disagree with this idea.. I strongly doubt that this will actually pass though..

For a politician the mere talk of reinstating the military draft is political suicide. If the Democrats were smart, they'd quickly discredit and disown this Charles Rangel freak the same way the Repubs did with Trent Lott.

Why should they disown him for saying something politically subversive? He is pushing for equity among all social classes when it comes to military service. Lott opened his mouth and let all of his racist skeletons spill out... There is a slight difference.

Well, there would be fewer distractions- I don't think she'd get a cell phone signal on the front lines...
